As FFLs are aware, an ATF form 4473 is completed during the transfer of a firearm to a non-licensee which then results in an approved or denied (or delayed) transfer. At times, some consumers have attempted to visit alternate stores upon the denial to a purchase, hoping to circumvent the approval process.
To help FFLs identify the gaming of ATF regulations, we’ve added a “Blacklist” feature that will prompt an eBound user upon the attempted purchase by a previously denied transferee. This feature is designed only to warn users within the same Company of such activity.
The new popup warning will appear at the beginning of Section C if the First and Last Name of the buyer has previously been denied for any of the following reasons:
The new pop-up message will present the FFL with the option to either review prior completed 4473s or proceed (Acknowledge).
A new 4473 Denied Report is now available under Retail Reports to show historical 4473 denials. The FFL can search for prior denials by First Name, Last Name, Date and/or by Bound Book. This feature is available on a go-forward basis. The new 4473 Denied Report includes First Name, Last Name, 4473 Failure Area, Serial Numbers, and FFL Number.
