4473 eStorage
Orchid now has a native solution for storing 4473's and Multiple Sale documents. Please use this link to contact our sales team about 4473 eStorage.
With the release of our native 4473 eStorage, we have made several changes to eBound, you will see each area that was changed listed below.
Retail Transactions Menu Changes
You will see that we have removed e4473 (Start Section A), e4473 (Transfer Section B), Paper 4473, Upload 4473 Transactions, Access Orchid POS. These have been streamlined to Section A, Section B, Paper 4473 Disposition, FBI Nics and Kiosk.
- Section A - This is where you will assign serial numbers to a new 4473
- Section B - If you are not utilizing a Kiosk, this will be where the customer enters in the information required for their portion of the 4473
- Paper 4473 Disposition - This will allow you to enter in a Paper 4473 disposition and will capture this disposition in the In-Process and Complete Table. In the In-Process and Complete Retail Report you will be able to manually upload the paper 4473 used to dispose of the serial numbers attached to the Paper 4473 Disposition Transaction.
- FBI NICS - This will bring you to the NICS Portal to sign in and check statuses of the previous background checks submitted
- Kiosk - This will open the Kiosk Mode for the user signed in, disabling the ability to return to the eBound main menu
Retail Reports Menu Changes
You will see that we have removed e4473 (In Progress), 4473 (Completed), e4473 (Denied Only), Multiple Sale 3310.12, Multiple Sale 3310.44 and Multiple Sales Review. These have been streamlined to In-Process and Complete, Multiple Sales Forms and Denied List. All of the previous functionality remains besides the ability to manually generate a new Multiple Sale Form.
- In-Process and Complete - This screen will capture and store all 4473's and relative Multiple Sale Forms. 4473's will be saved upon starting section A.
- Section A - After establishing what serial numbers are attached to the new form, the Action Drop Down will only allow you to either resend the Kiosk Code, or Cancel the form
- Section B - This status is captured after the Kiosk Code is entered
- Section C - The Action Drop down will allow you to Review the form and complete the 4473
- Section D - This occurs after Section C is completed, and is saved if there is a recertification required
- Section E - This is the Retail Certification of the 4473
Upon disposition of the 4473, you will now see additional Action Drop Down's appear. The features listed in red are only available for accounts that have activated 4473 eStorage.
- A&D - This menu item will bring you to your bound book with the serial numbers on the 4473 filtered, the Bound Book now has the 4473 # hyperlinked, so you can easily navigate back and forth from the In-Process and Complete Page to the bound book.
- Correct - You now will have the ability to perform corrections, either electronically or via paper. Electronic corrections grant access to correcting any question on the 4473 and if attached, the Multiple Sale Form.
- E4473 - This will be the downloadable and printable copy of the 4473, and the corrected 4473.
- Attachments - This allows you to attach any necessary documents to the 4473.
- Download - This will export a zip file with the original 4473, the corrected 4473, the original Multiple Sale Form, the corrected Multiple Sale Form and the attachments uploaded.
Automatic emails of Multiple Sale Forms
If you click on your name in the top right corner and navigate to Account Settings, you will be able to toggle on Multiple Sale forms by type. Upon doing this, you can click on the Hyperlink to the Create/Modify FFL and Bound Book Screen. In the Create/Modify FFL and Bound Book screen, you will now be able to click on Modify > Edit for individual bound books and add in a specific email address for the Chief Local Law Enforcement that you want your Multiple Sale Forms to automatically send to. Turning these toggles on will automatically send these reports to the ATF email listed on each form.
ATF User
You now have the ability to create an ATF user in eBound. If you navigate to the Manage User's Page, you will see a button named ATF Users, this will allow you to enter in the IOI's email address, and it will automatically send them a link to sign into your account. You will have the ability to Disable or Delete these users on command. The inherent permissions granted to these users are In Process and Complete, Multiple Sale Forms, Corrections Log, Bound Book, Multi-Book Search and Access Prior Reports.
Recertify Button and Process Update
The Recertification buttons have been updated on the e4473. You will now see Optional Recertification and Continue. The optional recertification can be used if needed to recertify a form that was started on the same day it was certified by the purchaser. The continue button will allow you to continue with your disposition, without capturing a recertification signature. Keep in mind, that if a recertification is required, eBound will generate a new Kiosk code to provide to the customer to recertify. This will allow you to go back into the form and select continue in order to complete the disposition.
Aged 4473 Notifications
You will now see a new button on the Dashboard header of eBound that is named Aged 4473's. This button will filter your In-Process and Completed 4473's to show you any that have aged past 30 days of the initial background check.
4473 Question 29 NICS Exemption
In the Create/Modify FFL and Bound Book screen, you will now be able to click on Modify > Edit for individual bound books and toggle on the ability to Hide Q.29 in Section C of the e4473. This feature was built as a safety measure to prevent the accidental selection of a NICS exemption to states where there is no exemption. Upon turning this toggle on there will be a warning pop-up that states,
"This toggle will hide Q.29 from displaying in Section C of the electronic 4473.
Question 29 is the exemption of a NICS check because the transferee has a valid permit from the state where the transfer is to take place, which qualifies as an exemption to NICS.
If your state allows exemptions to background checks, you will NOT want to hide this question.
If your state does not allow an exemption to a background check, you have the choice to eliminate this question from displaying by turning this toggle on."
Washington State SAFE API Integration Enhancement
The Washington Safe integration will now only apply to bound books in Washington State, allowing for multiple bound books from different states to use the integration. This has also been updated to allow NICS and the Washington SAFE Program to both be active at the same time.
The information captured in Question 26.c Related to the PCS Orders are now being captured and sent along with the SAFE API Integration.

Bulk Correction Tool Update
The ability to correct the 3310.12 toggle has been added to the Bulk Correct Tool.
Single Correct Tool Update
The ability to add or remove the 4473# is now added to the Single Correct Tool.
Network Transfer Update
In the Network Transfer screens, you will now find a To FFL and a From FFL column listed on both the Inbound and Outbound Transfer screens. This was built to allow for more clarity on which FFL the transfers came from, and what FFL should receive them.
API Error Log Enhancements and Automatic Emails with API Errors
We have added a few enhancements to our API Error Log feature. You can now individually clear out serial numbers from the API Error Log. You can also go to Create / Modify FFL and Bound Book and see where you can add a specific email address to receive an email with all API Errors. This email will be sent out every hour with only the last hour errors captured.
ATF Rapid Review Updates
Formally known as Auto Audit, we have enhanced our automated Audit reports to exclude Short Barreled Rifles in the 3310.12 error notification. If a Short-Barreled Rifle is marked as 3310.12 reportable, it will not flag this as an error.
eSerial Update
We have added the ability to include a suffix in the eSerial Table Reservation.
