New California Law- AB-1263 and SB-704
CA AB-1263, signed October 11, 2025, expands what counts as unlawful firearm manufacturing, adds new rules for barrels, accessories, and manufacturing equipment, increases liability for digital manufacturing code, and introduces new 10-year prohibitions for certain misdemeanors. The law impacts California FFLs as well as out-of-state businesses selling to or interacting with California residents.
We’re providing two resources to help FFLs navigate AB-1263:

On November 20, 2025, Attorney Philip D. Milks, SVP of Orchid’s Regulatory Practice, hosted a live briefing explaining the major impacts of AB-1263 for FFLs nationwide.
2 – Written Synopsis
A written summary of AB-1263 is available on Orchid’s website. It is not legal advice, but offers a high-level overview to help FFLs prepare for the law taking effect January 1, 2026.

New API Fields Available
The API endpoints used receive ATF transactions from third party ERP / POS systems and Orchid POS have been updated to include the following fields. Each of these will display in the additional field options in the eBound Book reports.
Item Number / SKU - 15 char
UPC - 15 char
Notes - 100 char
Customer Number - 25 char
Vendor Number - 25 char
Tracking Number - 25 char
Alternate FFL - 25 char
Expanded Membership Codes
For courses that require a membership, you can now generate unique membership codes up to 12 characters. These codes can be shared with customers, allowing them to access the course without purchasing a membership.
Mobile Header Update
The mobile header has been improved with a resized logo and search bar for a cleaner, more balanced appearance. Contact and social icons have also been added back for easy access.
Round-Up Rules with Dynamic Pricing
Your selected round-up rule will now automatically apply to dynamic pricing based on the rules you’ve set.
Bug Fix:
- Resolved an issue where website visibility settings did not update correctly when toggled from the taxonomy screen. Visibility changes now function as expected.

Recurring Memberships
A new background script is being implemented across all stores to ensure recurring memberships are charged accurately according to their configured settings. This process also includes validation to prevent any potential double charges.
Reporting – Gift Cards
Gift cards now fully sync with reporting. Please note that it may take up to 3 hours for all gift card data to appear in reports.
New York Customers: P12 Form Implementation for Handguns
As part of our ongoing commitment to compliance with state regulations, we’ve implemented the use of the P12 form for all handgun acquisitions and dispositions in New York. Once the NYS P12 form toggle is enabled in Store configuration, options, all transactions involving handguns will now populate a P12 form.
Pending Gun Sale – Available Serial Numbers
A new pop-up now appears on the pending gun sale screen when a selected serial number becomes out of sync between POS and eBound, such as when it has been corrected in one platform but not the other.
Bug Fix:
· Resolved an issue where selecting the “+” button would not add a new vendor to a part if another vendor had already been assigned.
· Fixed an issue where inbound transfers remained “Open” due to a new tab being launched instead of staying on the current screen.
